I thank the Michigan Attorney General, Michael Cox, for joining us. Mike, thanks for coming today. Michigan Secretary of State Terri Lynn Land. She heard this was a foreign policy speech.  I appreciate Cindy Bartman, City of East Grand Rapids; Mayor George Heartwell, City of Grand Rapids. Thank you all for serving. I appreciate your willingness to become public servants. One of the messages I hope that I can convey to the high school students who are here, no matter what your political beliefs may be, that it's important to serve. It's important to serve the community in which you live. And you can do so all kinds of ways. You can run for mayor at some point in time, or you can feed the hungry. But service is noble, and service is necessary. I see we've got some who wear the uniform of the United States military. In this day and age, that's the ultimate service, as far as I'm concerned, and I appreciate you volunteering. 

 For more than a half century, the World Affairs Council of Western Michigan has been a forum for lively and important debate. I understand this council was set up in 1949. It's been an important forum for people to talk about the big questions facing our country. There is no bigger question than what course our nation should pursue in Iraq, and that's what I'm here to talk about.

First of all, your defense was awesome, Coach --  -- and they deserve a lot of credit. And so does your offense. It was the 83-yard comeback drive in the fourth quarter that a lot of folks will remember for a long time coming. Eli Manning started one of the great plays called "The Great Escape" -- it ended on David Tyree's helmet. (Applause and laughter.) So why don't we take you in the White House, you can show me how you did it.  And then Plaxico Burress, of course, caught the winning touchdown with 35 seconds left. 

This is a great team that worked together. You won the Vince Lombardi Trophy, and you won the deep gratitude of the 1972 Miami Dolphins. 

First of all, you've won the gratitude of your fans. New York Giants fans love these Giants.  And so we congratulate you all, but we're also congratulating your families, your loved ones, those who make the locker room work, the trainers, the people who clean up after you. We want to -- we know you played for some -- ones who lost loved ones, like the Tyrees and the Maras and the Tisches. I know you loved going down the Canyon of Heroes for the first ticker-tape parade since before the attacks of September the 11th, 2001. And I guarantee you there was a lot of New York firefighters and police who were really thrilled to see you.

THE PRESIDENT: Thanks for coming. It's an honor for me to be here with Senator Bob Dole, and Secretary Donna Shalala, Secretary Jim Nicholson, and Deputy Secretary Gordon England. I appreciate the opportunity to come to a building full of compassion, a place of expertise, where people are dedicating their time and efforts to help those on active duty and those who have served before.

 Any time there is any doubt in anybody's mind that our veterans are not getting excellent care, then we in government have a duty to deal with those doubts. I have asked Secretary Gates and Secretary Nicholson to review their respective departments and the interface of their departments -- the Defense Department and the Veterans Department -- to make sure that any doubt as to whether or not a veteran, or one on active duty, gets the best care, does so.

I also asked Senator Dole and Secretary Shalala to lead a non-partisan, independent commission to identify areas where we can do better, and more importantly, come up with solutions as to how to deal with those problems. The commissioners conducted a very serious and lengthy review of our military and veterans health care systems, and they submitted recommendations to me at the end of July. After Senator Dole and Secretary Shalala briefed me on their recommendations, I then directed Secretaries Gates and Nicholson to study and more importantly implement the recommendations, so we can ensure our severely wounded servicemembers and their families that they will receive the best possible care.
